Any recommendations on sites to visit with good software prices? I am looking to purchase Adobe Elements 6.0 for Mac. I've seen a few sites selling OEM copies of 4.0 for $29.95.

If you have an Intel Mac you want v6. Buy from Amazon.

You aren't going to find Elements 6 for much cheaper than the used prices on Amazon since it just came out a few months ago. Maybe Craigslist, but you'd be better off buying it from Amazon.

That said, Elements 4 is still a great tool and while it does run on Rosetta it would still get you through a few months while you wait on the prices to fall.
