I know I can get a 16GB through a carrier or Apple, but are there any cheaper options for a new one? I'm not looking at going used, but would like to get the best deal possible.
 
If Sprint has good coverage in your area, Virgin Mobile sells them no contract pretty cheaply. Just know that you can't take it away from Virgin Mobile to another carrier.

I don't expect anything? As I said, I've seen that there are plenty of sales on the subsidized prices, and I'm just checking to see if there are any similar sales on full priced iPhones. That's all.

No.
Full priced iphones go on sale or are cheaper when the next iphone comes out.
So after the next iphone is released most likely there will be 8GB 5S or 5C model option for $100-200 cheaper than todays 16GB 5S price for $649.
