check open/close ports

so i'm in france and i was trying to find a way to watch hulu (eventually did) but first i tried using these commands in terminal:

sudo ipfw add 0 deny tcp from any to any 1935
sudo ipfw add 0 deny udp from any to any 1935​

I saw there was another thread that said just change deny to allow and i did that buuuuuuuuuuut when i used an online port checker it says its closed? is it supposed to be closed?

my internet is constantly buffering and timing in and out and i'm not sure if its the provider service since i actually have full bars OR if i messed somthing up. :x are those ports supposed to be closed? how can i check if its fine?

That port is for steam video. Normally, if you can watch the video, that port is opened.
