So I was in system library and want make some changes but for some reason even when I enable root user, I was not able to get root login option in login window and even trying use terminal to change file permissions also doesn’t work.

Location. where I was making changes:/System/Library/PrivateFrameworks/ToneKit.framework/Versions/A/Resources.

It would be great help if someone could help.

In Catalina you can no longer make changes to the OS Volume as it is now mounted read-only. The /System folder resides in the read-only Volume. The other measure that Catalina has now is the SIP (System Integrity Protections). You will need to disable the SIP first before you can can make changes to the OS Volume.
  1. Restart to Recovery Mode with command-key R-key
  2. Open Terminal and enter to disable SIP: csrutil disable
  3. Restart
  4. Open Terminal and enter: sudo mount -uw /
  5. Make your changes
  6. Restart to Recovery Mode with command-key R-key
  7. In Terminal enter to enable SIP: csrutil enable
  8. Restart

It worked Thanks, I have changed the permissions and I was able to make changes in the file. And there was one file which I want paste in the folder by drag and drop or using right click and paste option but unfortunately it's not working. Any help.

Note: In the image off-limits symbol has been edit as it was not getting captured in screenshot.
