Every so often, I will be clicking from application to application, and this window will open asking me to choose an application to run something with.

I'm not sure how I am getting it to open, or what program is trying to use it.
Has anyone else seen or experienced this? Was there a resolution to this popping up all the time?

You need to isolate what, exactly, you're clicking that brings that response. Usually, if you double-click a file that doesn't have an application associated with it, you'll see a message asking you to select an app to use to open the file. To select an app, right-click on the file in Finder, select "Get Info", under "Open with" select an app, then click "Change All".
