Tempted to get the 2019 13 inch macbook pro, its the first macbook pro since my 2015 retina that has made me want to upgrade. But since macbook redesigns are usually on 4 year cycles, that would mean late october 2020. Meaning i would have to wait more than a year if i want to wait till a redesign. Another though is.... if im NOT going to wait until october 2020 to upgrade, do you think there will be another refresh in september or october worth waiting for?

Hmm depends? I went from 2015 13" MBP with the force touch trackpad, and recently just upgraded to 2019 13" with 4TB3 with 2.8 GHz i7l with 16 GB Ram. I noticed my trend that I usually update before their next big refresh, which can be a good thing for me. Sometimes I get bummed out and wished I had waited a little longer. But then I'm also glad that I didn't because when they do a big refresh like they did with adding a Touch Bar and the butteryfly keyboard gen. 1, there can always be problem just like the butterfly keyboard.

Now that I got the 2019 13" MBP with 4TB3, I can guarantee myself that the big refresh will be out soon, and my gut instinct will tell me that their will always be an issue with the first of it's kind.

very true. i also feel like this latest 2019 refresh o the 13 inch is a very seasoned, refined version. since its the one probably before the next redesign they have already improved things. and yes the redesign will probably be thinner and have new issues.
i also looked at the time table of macbook pro refreshes, and since 2017 they have only had one refresh a year and since the latest one was in may/july i think i am safe to buy for this year. but should i still wait to see if there is something wild at the september keynote? or october? i cant imagine them having anything new macbook-wise this soon after may/july tho...

I would wait to see what this fall's rumored new 16" MBP looks like. If it looks good, what until the 13" edition ships in the Spring.
