... from my understanding is because of a lackluster GPU, am i correct? I have a Core Duo Macbook with the Intel 950 w/ 64mb shared and i am sick of the choppy HD playback. Will a new Macbook with 9400M be sufficient?

I also use iMovie once in a while to edit vacation videos. How much better would the 9600M GT be?

how much ram do you have? if its 2gb or less then i suggest you ram some 4gb ram in there and everything will be fine. no need to upgrade a video card until the simple ram upgrade doesnt help.
Plus, with added ram i believe the vram will also be increased -- this should all help video playback.

Video playback is mostly done with the help of the CPU, unless the codecs talk to the GPU, like modern ones do.

What kind of video playback do you mean?
HD video (MPEG-4 codec like .h264) in VLC/QT Player?

Or do you mean editing videos?
