im trying to watch a movie on my ibook G4 and in both quicktime and VLC i get choppy and stuttering video playback, the video is 849x342, my RAM is maxed out, so i think the problem is the slow GPU or crappy bus speed, is there anyway other than buying a new computer to get high res video to run well on this laptop?

Umm... the GPU is fine, I've owned an iBook G4 which has an ATI Radeon graphics chipset. Maybe the video file itself is choppy? Try playing the same video file on a different computer, whether itd be a mac or pc.
you could try setting the cache for video playback in VLC to a higher value, it worked for me when I was having problems with stuttering video from my time capsule..
