Chrome - click on downloaded file - opens in background?

Hi,

I am new to OSX, and ran into this issue that I find pretty odd.

1. I download a file with Google Chrome
2. In the download complete bar at the bottom of the browser, I click on the file
3. OSX opens this file in the background (behind the Chrome window).

This doesn't make any sense to me, as it's quite obvious I now want to work on this file.

Is there a fix that will force opened downloaded to load in the foreground?
(Googling did not provide me any answers - not sure if this is just a Chrome thing)
