A couple of days ago, the internet flat out stopped working. It turned out that every browser other than chrome was doing just fine.

When I figured this out, I tried closing and reopening Chrome, which seemed to fix the issue. Unfortunately, it is doing it again, and this time closing and reopening didnt do anything.

Any idea what might be causing this? I have tried troubleshooting through google, but all of the solutions are for Windows 7.

trying to clear the cache just hangs indefinitely (at least 30 minutes wasnt long enough).

Will reinstalling make me lose things like bookmarks and other things?

You can synchronize your bookmarks and stuff to your Google account if you have one. If you just delete the Chrome app, it should't remove bookmarks as those are somewhere in Library

If you have a Google account, you should be able to sync your bookmarks to that; then when you reinstall, Chrome will download the bookmarks you've synced and put itself back the way it was (you can also save your current theme). Click the wrench towards the top-right of the window and there should be some option in the drop-down menu ('sync' or something) which will guide you through syncing your bookmarks (easy as typing in your username and password). Make sure everything is synced to the server before reinstalling.

Seeing as you're not able to view web pages, it's debatable whether this method would work in this case, so you may need to try something else.

x2. Reinstall. That's going to be the best/easiest fix most likely.

He said that he can use other browsers so that method should work.

Export Bookmarks to Hard Drive

Bookmarks > Bookmark Manager > Organize > Export Bookmarks

Then Import again if you loose.
