I've went to the System Preferences to check my user's startup items, but Google Chrome isn't even in there. However, Google Chrome always starts up when I log into my Macbook Pro.

Anyone have any ideas on this?
 
Right-click the icon for it on your Dock, go to options and un-check "start at login".

Thanks for your suggestion. I've right clicked the icon on the dock, but the "Open at login" option isn't checked off.

I always uncheck this before I log off, but Chrome still always open. In some cases I don't even have Chrome open before I log off.

Go to system settings and click users and groups, then "start objects" remove chrome from there.
 
I had this for a while, but then it stopped after my ISP gave me a new modem. I don't know if there's a relation between the two, but there it is.

that's interesting wondering if it do to tsr, pinging a web address, i'll look at netstat to see if any google addresses. maybe i can edit a host file to prevent. same issue in sierra
