chrome not playing flash

my google chrome isnt playing flash correctly..

i deleted chrome and reinstalled.. also tried the beta versions everything. whats happening is for videos that are embedded (like on a blog) when i click the play button nothing happens.

also on sites like youtube the video will auto play but when i drag the bar to a certain spot in the video and release, the video acts as if i never released the bar and it keeps scrolling where my mouse scrolls.

any help?
