This might be a dumb question but is it possible to install a graphics card on any Mac Book so it can run a 23'' or 30'' cinema display?

No; it is directly soldered to the motherboard, but the cinema display isn't special or anything; it will work. (Not the 30 inch, though, the intel graphics accelerator doesn't do dual link).
