I am embarrassed that I cannot figure this out, but I am totally confused about how the the Mac App Store and iTunes Stores work or interrelate?

I have a 2012 MacPro Desktop (El Capitan 10.11.4)
a 17" Macbook Pro Laptop (El Capitan 10.11.4)
a new iPad Pro 12.9" (latest iOS version)

I have many Apps that I have purchased in the past on my MacPro that are installed, but no longer show up in my list of purchased App Store purchases. If I login to the App Store on my Laptop I see all those apps as "purchased" on that machine. When I launch the App Store on my MacPro, I only see (1) App (which I purchased April 6th this year). That one App however does not show up in the purchased list on my laptop. I am taking a wild guess that maybe when I upgraded from Mavericks to El Capitan a few weeks ago on my MacPro, that I somehow maybe ended up inadvertently creating a second App Store account with the same password. Is that possible??? If that is what I did, is there a way to MERGE the two accounts?

Also, what is the correlation between the Mac App Store and the iTunes Store. Are they separate entities? Are the Apps in the iTunes Store just for iOS vs the Mac OS?

Man am I confused!
