Classic System folder on OS X10.4

Hi,

I am trying to get Classic System folder to work on my iBook G3 with 600 Mhz. I downloaded the folder from here https://www.macintoshrepository.org...tem-folders-for-mac-os-x-classic-environment-

and did follow the istructions but when I click on the Classic OS 9 icon in system preferences it will not let me select a folder. If anyoe can help I would be grateful and I hope I explained my problem.
