You have to be careful with a brand new Mac. The 2020 13" MBP ships with 10.15.4 (build 19E2265 - a special build with drivers that include support for the new 2020 13" MBP). The current 10.15.4 downloaded from Apple is builds 19E266 or 19E287 depending if the Supplemental Update has been installed, they don't have drivers for the new 2020 13" MBP.

10.15.5 release will have drivers that support the new 2020 13" MBP, but it has not been released yet.
 
If I bought it used, yes 100% its getting formatted and getting a clean install of macOS. But if I'm getting it new in box from Apple, no need to do anything special.
 
Personal preference. I myself prefer a clean install as that means I'll not pull all of the cruft from my old machine into the new one, YMMV

I've done it both ways with OS X and macOS versions and overall haven't had too many challenges.

On my 2020 Mac, I used the migration tool to load up a base application suite (that started as a clean Mojave install that I upgraded to Catalina).

The reason for this extra work in my case is that there is no way to install Lightroom 6 perpetual on Catalina since the installer and phone-home licensing components are 32-bit (LR 6 itself, is 64-bit).
 
Why would you reinstall the OS on a new machine that already comes fresh?

Factory macOS install comes with iWork, Garage Band, and other cruft I don’t want or need on my laptop. Clean re-install gets rid of it, and gives me a bare-bones OS install. So this is a reason I always do a clean OS re-install.

It’s trivial to do via Internet using Recovery partition - takes all of 15-20 minutes.

Guess my confusion came more from my use-case then, since I almost see it as a necessary step to install iWork and iLife again after reinstalling macOS
