In October, I am planning to perform a clean install of MacOS Catalina (currently on Mojave).

Would it be recommendable to perform an SMC and RAM reset before or after my clean installation?

Catalina should potentially fix some issues (e.g. the screen glitches, whixh many are currently experiencing), hence I was wondering if resetting the above after a clean installation would be the way to go (as nothing MacOS Mojave will remain).

I suspect that performing SMC and NVRAM resets before your clean install of macOS Catalina will not do any good -- in other words, these will not reset the parameters to their values as specified by macOS 10.15. If you wish to reset SMC and NVRAM, then do this after your clean install of 10.15, but even then these should not have any new effects since they most likely will have already been reset by the clean install.

May I ask on which MBP you are experiencing screen glitches, and the nature of these glitches?

Thanks! I was referring mostly to the screen issue described in (among others) the following recent topics:

People report that Catalina MIGHT resolve this.

As we also know, many of the sub-version releases of 10.14.x were also reputed to resolve the problems with the 2018/9 MBPs, and while some issues may have decreased in frequency with these updates, others report that these problems still reoccur even after the updates. I'm hopeful that 10.15 will ameliorate these troubles, but the history is against these problems being resolved by 10.15.
