Clean installation requires re-download of portions of Lion

According to this article (section 5), if you do a clean install with Lion on your DVD/USB it will download certain portions of Lion.

Is that true and if so is there a way for you to configure so it looks at the USB rather than re-download a portion. Also, how does it know what portion to download?
