Clean installed 8.1--it didn't ask about carrier settings

I did a clean installation of 8.1 from iTunes tonight. Usually at the end of a clean install it asks me to update carrier settings. Tonight it didn't. Is it normal for 8.1 to not ask? Thanks.

If you were previously on 8.0, that is when your carrier settings would have been updated.

So the downloaded carrier settings don't get erased when the phone gets wiped? I was on 8.0.2 but did a dfu restore to get to 8.1 so I figured it would prompt me to download carrier settings again, but it did not.

I didn't see a carrier update for my phone when going to 8.1, I did the OTA option.

Some carriers haven't rolled out carrier version 18.1 yet at least not for all devices. My iPad is on 18.1 and my Phone is on 18.0 both are running iOS 8.1 on Bell in Canada.
