Clean installed Yosemite, can't find Safari saved passwords

I can't find the Safari saved passwords after clean installing Yosemite. I have a Time Machine backup of Mavericks, but retreiving the login.keychain from that did not bring back the passwords. How do I restore them? Do I have to use the Migration Assistant to get them back?
