I was on my mom's 5s and I tried downloading an app on cellular data but it was over 100MB so I had to delete it. It kind of lagged and one by one each became darker and then light again. While this was happening, under safari, it said "Cleaning". What does this mean, is it clearing cached files or something?

Sounds like the issue there probably wasn't so much the cellular limit but not having enough space on the device.
