I have so much stuff on my system that I've accumulated over the years, that I guess an outright clean install is out of the question.

So if I wanted to do an install of the system while keeping all my passwords / settings / internet bookmarks etc. -- how can I do this and at the same time have a fresh install so my system is nice an 'fresh' without any baggage that could result in sluggish behaviour?
