Clear icons glitch?

Noticed this for a while but when you hold the icon like you want to move/delete it it turns translucent. Hitting the home button and the icons stop shaking and they stay clear. Restarting the phone will put them back to normal.

Is this a glitch? I'm still on 4.2.1 tho if that matters.
