Clearing iCloud Bookmarks

I would like to have a fresh sync in iCloud for my bookmarks. I eventually want to have one set that will sync across all my iCloud accessible devices and services

A while ago, I tried resetting my iCloud bookmarks to no avail. Every time I cleared them, all the old bookmarks downloaded again.

How can I clear the existing sync, and set up a fresh sync with only the bookmarks I want for use from now on?

Anyone know the secret to a fresh bookmark and reading list? I can't figure it out. I keep having the old bookmarks synced!
