clicking 'download' doesnt do anything anymore..

hi everyone!

Got abit of a weird problem i have had a while,

basically with both safari and google chrome when ever im on the web and i click download on something instead of it automatically downloading it just loads a blank page. I think there might be a setting turned off stopping files from being downloaded from the internet but i have no clue, please help!

Is that everywhere or only on one particular site? Can you download this?
