Usually, when I click on a dock item (especially one already opened up as indicated by the small black dot under the apps icon), it opens up as the active screen.

All my apps do this except Mail. Mail used to do it, but has stopped. Did I accidentally hit or change a setting? Anyone have any ideas?

Does quitting mail fix it?
I had this bug a while back too, I think I ended up restarting my Mac.
 
What I'd try:

- restart
- right-click on mail icon in dock. Choose "options/remove from dock"
- the mail icon should disappear
now
- open the applications folder in the finder
- drag the icon of the Mail app -back to- the dock
- close applications folder and try clicking on it now
- any better?

Perhaps a "remove and replace" of the icon will get things working better again.
No promises, worth a try...
