Clicking top bar does not minimize windows

I am having an issue minimizing windows. Double-Clicking the top bar of any window (this is pretty much system wide) does not minimize the window to the dock as it should.

Any idea what is causing this and how to fix it? Is it some setting I do not have enabled?

System Preferences > Appearance ... option "Minimize when double-clicking a window title bar" checked?
