Clock isn't on the Always Allowed list in Screentime. Can't even move it to Always Allowed. It's just not there.
Meaning, turn Downtime on, and hey presto no one can set an alarm for the morning (unless it's an existing alarm).
I've submitted a bug report, but this has to be an oversight. It's been like this for the last two betas.
