Closing activity circle much harder in os 4?

Since I upgraded to os 4 I noticed I am no longer closing the activity circle. Looked at the stats and it seems I need to do 30-40% more steps than before to complete the circle.
Has Apple changed their algorithms or is there a problem with my watch (1st gen)?
