Quick question - does anyone have that funky 'cloud sync' symbol next to Apps in their App Store?!

Only reason I ask is that I'm sure I saw a photo of someone's App Store with these greyish cloud symbols next to the apps that could be synced over the air - or is that the devs only who have this?!

I'm running 4.3.2 and the app store icloud features appear under the updates section.
 
Yes, I have it, I also have a tab of previously purchased and not installed apps, its awesome!
 
How did you guys get this? Are these just for dev accounts? I'm not a dev but on 4.3.3 but don't have this in my App Store? However, if I go into my App Store settings, I have enables syncing of previously downloaded apps?! Any ideas?
