Cmd-tab no longer works (OS9)

Sometime within the last year, the cmd-tab keyboard shortcut for switching applications in OS 9.2.2 has stopped working on my system. Cmd-tab no longer does anything. Does anyone have any ideas as to what might cause this? Is there a certain file that I could replace in my System folder to regain this functionality?
