I have a 5690 that won't boot in either a 4,1→5,1 or a 'true' 5,1. The machine if it even gets to POST has no EFI DONE led. If I switch processors the machines are fine.

I presume this chip is dead and irreperable?

[ BACKGROUND: the chip seemed to die when taxed in the 4,1→5,1 which still has the .B00 bootROM (see my sig) ]

Seems you have a single CPU tray, if the X5690 didn't work there, then it's dead and there is nothing that you can do besides applying some contact cleaner to the bottom, checking for any oxidation and testing one more time.
