macOS Code Signing Help!

Hello!
I am having some problems submitting my app to the Mac App Store. In the build settings I was able to select a code signing identity. When I go to Xcode Organizer and click submit where it says Choose Code Signing Identity the only option is Don't Code Sign. I have paid my $99 dollars to Apple. Please Help.
