Did you get your iPhone 4 from AT&T, Apple or a different place?
 
Pointless thread. They all do it, but whether or not you see it depends on your carriers signal strength where you're located. Take your phone that you claim is working perfectly to a location with good to moderate coverage and you'll see the issue.

In my office, my 3GS varied from 1 to 3 bars all the time. My i4 gets 5 bars constantly, and I haven't dropped a call yet (my 3GS dropped every other call).
