When I try to copy using Command 'c' with the Command key on the left side, it doesn't work. But using the right Command key with 'c' does work. Using the right or left Command key with 'v' (paste) works.

(Any program has this issue).

I reset the defaults in the keyboard preferences, but this did not help.

Any ideas?

What Mac OS X version do you use? Does it also happen in another, even temporarily created, user account?
Did a restart work? Did you try another keyboard?

Could mean that the left CMD key is broken... try a different keyboard or that keyboard on a different machine... I got water on a keyboard once and after i dried it off it worked except for the left shift, and left control and left option. All the other keys were fine...
 
Is it just Command-C? Does that command key work for everything else? Try holding the command key down with one hand and typing C with the other, just to make sure you aren't inadvertently failing to apply full pressure to the key based on hand position. I've done that with different modifier keys on various keyboards.
