Command keys not working right for adjusting text size.

Since updating to Catalina, the text size CMD shortcuts are acting strange at times:

Normally, Command-Plus (+) or Command-Minus (–) adjust the text size (font size) in Help screens and other apps.

This is intermittently broken. IE, in Help, both command keys INCREASE the size -- neither key will decrease it.
