Command line tools & Xcode 5 & Mavericks

There is no command line tools in the Xcode Preferences > Download. Why ? Are they included ? Or I need to download them from here: https://developer.apple.com/downloads/index.action ?

(I'm doing clean install of OS X Mavericks)

It's on a different preference pane now. Look under the preference pane having to do with folders.
