1) I did the command+r reboot to reinstall OSX after erasing HD.

2) Utilities window reinstall: Installer option prompt: "you must sign in with the Apple ID that was used to purchase Mavericks"

3) Problem: this is a hand-me-down machine, no clue as to origins. How do I reinstall OS from this point?

Try command-option-R which should get you internet recovery and the operating system which originally came with the computer. From there you can upgrade to Mavericks with your own App Store account so this won't be a problem in the future.
 
I'm guessing that you would have had to 'purchase' Mavericks (even though it's free) from the app store. Then, you can use that Apple ID to sign in with in internet recovery.
