I feel like I'm going crazy, but randomly and for not yet understood reasons command+` (tilde / backtick) does not always work.

I've noticed this specifically in VS Code most, but Chrome as well I'm fairly certain. I notice most in VS Code because this is where I typically have 3 or more projects open in different windows and need to swap between them often.

I'll add that cmd+` only temporarily stops working. Basically I'll be writing some code and want to swap to a different window. Sometimes (80% of the time?) this works. But sometimes it does not work. I've found that I can restore the functionality by

1. Switching to a different application then switching back

or

2. clicking in the file tree / file explorer window in VS Code

Restarting my computer doesn't make a difference.

Additionally this isn't something I can always reproduce. For example at the moment I'm not having any issues at all. But in an hour I might.

Any ideas?
