Command to switch to next window is not working

I am using a macbook pro with Sierra version 10.12.5. the command to switch focus to another window is not working even though I tried changing the shortcut key and restoring defaults etc. Any way to make it work? I have a Windows keyboard attached to the USB hub so I use Cmd(Windows Key) + ` . I tried other combinations like Alt+Tab etc. but that doesn't work either and even using the Mac keyboard doesn't work.
