I believe he wants all the Apple stores to have all the iPads available so that he can look at each and every one of them to decide which one to buy

I would think every Apple store worth its salt should have every current iPad (mini, "nothing", Air, Pro) in every size on display. That's 6 devices total. But I don't know for sure.
