Complicated additional iPhone/Ghost line question

Basically this: I broke my iPhone and have kept the iPhone plan active so I will be eligible for upgrade when iPhone 5 rolls around (if the do it again this year). I want to get a new line with the $99 refurbished one. I still want to be eligible so can I cancel the iPhone package on the new line and then just pop my current SIM into the new iPhone 4 thus making that "new iPhone contract" a dummy line with basic services. Sorry if that's confusing and thanks.

WHy not just get another iphone somewhere else and use that? No second line.

Because they have a refurb for $99 and it would only be what? $6 more a month to add a line....?
