Compress entire Photos Library (Mac/iOS)

I currently use the iCloud Photo Library to store all of my photos (pictures taken with iPhone & DSLR).

If I use the Photos app on the mac, can I then drag the 'Master' folder into an image compressor app like ImageOptim to compress and replace all the photos and then have Photos app sync back up those images to iCloud?

I am trying to compress my entire photos library.
