Compressing large videos onto DVD using Toast 8

Hi, I'm trying to squeeze a 4.5mB Eye TV programme onto a DVD. Toast (for reasons explained on another thread), reports that there is only 4.38mb available. I thought that one of the advantages of Toast 8 was the ability to alter the compression so that one could squeeze such large video files onto a standard DVD. I've gone into 'Custom' and lowered the settings - but it makes not one iota of difference. Can anyone please help?
