I go to shutdown my computer, and finder closes but that's it. It doesn't turn off. The dock is still running, so I can relaunch finder. Right now I tried shutting down and it is telling me that finder failed to quit. What is causing this?
 
Has it done this more than once, or is this a single incident so far?

If it's just a single incident, hold the power button until the computer powers down (or unplug it).
 
Most times I can't shutdown a computer, it's because there is a volume that won't unmount.

Try this: Do your shutdown, and wait for it to get stuck again. Relaunch finder. Go to applications/utilities, and open up the console.app

Look for the system.log in the drawer on the left. You might have to hit show log list. Copy the last 20 or so lines, or anything that looks relevant, and post them back here.
 
Disk permissions?

Try repairing your boot disk permissions in Disk utility..
