Concerning what is being stored on iCloud Drive?

I now rent 2TB in the iCloud. I have a 17,1 iMac, a 10.5" iPad Pro, and an SE.
iCloud Drive is turned on, on all 3 devices. Is all of my data on all devices being stored in the iCloud Drive+iCloud? Excluding apps I must re-download at restore.

I opened Safari, went to iCloud. Opened up my iMac User folder and it is full of correct folders, but nothing shows in them.

Yesterday, I somehow have doubled contacts on all devices. I manually deleted the doubles in the cloud. Why did I have to do this?

My 10.5" iPad Pro is behaving odd. Photos that were already stored in the cloud, are showing up as "New Photos". I used to see photos stored in date order. They all seem mixed up now, so I am not sure what is in cloud and what hasn't made it some how. I thought everything I shoot IS a new photo, along with the old collection?

macOS does a lot of folder redirection when iCloud is being used. By default Desktop and Documents redirect to iCloud.

iCloud is very confusing.

As an example why are some of Apple's default apps under iCloud Drive, and not just under iCloud?
