Configure Universal Access? iphone 3GS

I noticed someone asked this in another unrelated thread and was never answered, but its bothering me too. In iTunes there is a button on the main iphone screen that says "configure universal access". Its only shows up for my 3GS, not my 2g

it is for people who are blind, hard of hearding, things like that. it is only available on the 3gs that's why it doesnt show up for your other one. it enables voiceover and things of the sort
