Confused about how iCloud works on my devices

Despite owning an iPhone and Mac for a year or so, I only recently set up my iCloud account with Photo on the Mac.

My phone says I have over 1000 images, but when I plug my phone into my mac, it says there are only 200 or so available for import.

Can someone explain the relationship with iCloud and the devices on the mac and iPhone.

Also, when I delete media on my phone is that from the phone, or iCloud
