Confused By New Services Menu

Can someone please explain the new Services menu? It used to be useful (although cluttered), but now nine times out of ten it will just be blank and say no services apply. For example, you used to be able to open a picture in Preview, and then from the services menu send it to a bluetooth device, now Preview just says no services apply.

Well, I dunno about with Preview open but by just highlighting the picture then going to the Services menu you can do more things. Go into the Services menu preferences and you can check to Send file to Bluetooth. You can also right click and it will do it.
