Me and my mom both have iPhone 12 pros on Verizon.

I took them both out just now for a drive to see signal strength, 5G and LTE.

Excuses for being stupid but WHY, two exact phones can pull different signal strength in the same area. They both fluctuate but I just don’t understand it.

Without adding to my lack of knowledge please educate me on this.

I was driving with them both next to each other.
 
Phones connect to cell towers in a few different ways. If you moms iPhone was connected to another cell tower and it wasn’t a busy tower and she had a decent signal, her iPhone would stay connected to that tower rather than jumping to the nearest cell tower, which could have been the one you were on. It’s partly a battery saving technique.
